Shipyard Planning and Engineering Process Support

Strategically located in key U.S. Navy fleet concentration areas (Norfolk, San Diego, Pearl Harbor, Bremerton, SRF Yokosuka and Guam), LCE employs a large cadre of Subject Matter Experts (SMEs) to support fleet maintenance and readiness in USN public shipyards, regional maintenance facilities and commercial shipyards. These experienced and highly trained SMEs perform in the areas of shipboard mechanical systems, electrical systems, structural maintenance and inspection, combat systems maintenance and testing, material ordering, project management, planning and estimating, scheduling, work packaging, and work test and control. Our SMEs manage and coordinate the planning activities for job summary development, TGIs, material tracking, prefabrication, project planning timetable events and the development of public shipyard ICP/FRE. LCE’s planning activities also include remote capabilities when supporting OCONUS Navy ships, realizing significant cost savings for all stakeholders. Employing a unique remote planning concept, LCE is providing planning and engineering services in support of forward deployed U. S. Navy ships serviced at the Ship Repair Facility-Japan Regional Maintenance Center (SRF-JRMC) in Yokosuka and Sasebo, Japan.

These remote planning services feature:

  • Remote (INCONUS) planners (mechanical, structural, electrical) writing work packages supporting on-site (OCONUS) personnel.
  • All work packages developed in AIM, through a stand-alone server, on government-provided laptops. Remote planners have full visibility of all necessary technical data through this connectivity.
  • All personnel with extensive shipyard planning and AIM/MRMS/ATIS experience.

LCE also provides extensive training and support services including:

  • Ship’s force training and interface with SHAPEC to resolve planning challenges and issues.
  • Departure from Specification (DFS)/Liaison Action Record (LAR) coordinator services for ships undergoing industrial maintenance, modernization or repair availabilities.
  • Training support for project managers and superintendents, first and second line supervisors, and craftsmen in USN public shipyards, maintenance facilities and commercial shipyards.
  • Support for integration of ship’s force assigned work and testing during the planning and execution phases of shipyard availabilities.
  • Formal classroom and hands-on-training for planner estimators.

Furthermore, LCE provides expert journeymen craftsman and supervisors to all public shipyards as required. LCE maintains a deep resource pool of welders, pipe fitters, inside and outside machinists, marine mechanics, ship fitters, electricians, painters and plastic fabricators who are deployable world-wide and screened to meet all government security requirements.

Many workers skilled in shipboard maintenance and repair are retiring, leaving a skills gap when younger workers come aboard without the same level of experience. In support of the waterfront, Life Cycle Engineering (LCE) has a long history of providing top-notch subject matter experts (SMEs) who integrate with the workforce and provide over-the-shoulder training and personal development in all areas or ship maintenance and modernization.
